U.S. Citizenship and Immigration Services Deputy Assistant Chief of Internal Affairs Sentenced

(Alexandria, VA) - Lloyd W. Miner, 49, of Hyattsville, Maryland, was sentenced today to one year in prison following his conviction in December 2007, for harboring an illegal alien and encouraging and inducing an illegal alien to reside in the United States. Chuck Rosenberg, United States Attorney for the Eastern District of Virginia, and Richard L. Skinner, Inspector General, Department of Homeland Security, made the announcement after Miner was sentenced by United States District Judge Liam O’Grady. Miner was the Assistant Chief of Investigations/ Internal Affairs, Office of Security and Investigations, U.S. Citizenship and Immigration Services, Department of Homeland Security. He has been a sworn federal law enforcement officer since 1987, when he joined the immigration service.

The illegal alien, Tsomorlig Batjargal, also known as known as “Somoun,” 21, an alien from Mongolia, was sentenced to one month in prison for conspiracy to commit fraud with identification documents. Batjargal obtained a driver’s license from the State of Washington when the Commonwealth of Virginia would not renew her license because she was not a lawful resident of the United States. She flew there in March 2006, acquired the driver’s license and then immediately returned to Virginia. Batjargal is currently in removal proceedings to be returned to Mongolia.

United States Attorney Rosenberg stated, “Mr. Miner disregarded the very immigration laws he was sworn to uphold, and will now spend time in federal prison because he broke that trust.”

Testimony during the trial indicated that Miner, met Batjargal in 2005. He provided her with a black convertible VW Beetle with Fraternal Order of Police license plates personalized with her name. Miner also permitted Batjargal to reside in his residence for over a year and paid
her expenses. On April 23, 2007, when a federal search warrant was executed at Miner’s residence in Centreville, Virginia, ICE special agents took custody of Batjargal.

This case was investigated by the Office of the Inspector General, Department of Homeland Security, with the assistance of U.S. Immigration and Customs Enforcement and the Federal Bureau of Investigation. The case was prosecuted by Assistant United States Attorney Ronald L. Walutes, Jr.
